Price Determination Process in Urgent Expropriation:

Expropriation Decision: An expropriation decision is taken by the competent public administration and this decision is published in the Official Gazette.
Petition for Determination of Price: Within 30 days from the notification of the expropriation decision, the owner of the immovable property or other rights holders, if any, may apply to the competent court (Civil Court of First Instance) for the determination of the price.
Establishment of an Expert Panel: The court creates a three-person expert panel for the determination of the price. The expert committee evaluates the value of the real estate and submits its report to the court.
Court Decision: The court determines and decides the price of the real estate, taking into account the report of the expert panel and the statements of the parties.

Confiscation Process in Urgent Expropriation:

Deposit of Price: The price determined by the court is deposited to the bank by the expropriation administration at the rate of 75% of the expropriation cost.
Confiscation Decision: After the price is deposited in the bank, the expropriation administration decides to seize the real estate.
Taking Over: The seizure decision is notified to the owner of the real estate. The real estate owner must deliver the real estate to the expropriation administration within 30 days from the notification.

Things to Consider in Urgent Expropriation:

The real estate owner or other rights holders have the right to object to the price determination.
The expropriation administration may also seize the real estate if there is an objection to the price determination.
