Risky Area Detection:
Risky areas are areas that threaten the safety of life and property, are vulnerable to earthquakes and are at risk of disaster. Risky area detection; It is carried out by organizations authorized by the Ministry of Environment, Urbanization and Climate Change, special provincial administrations or municipalities. These findings; It is carried out using scientific and technical methods such as ground survey, physical condition of the buildings and earthquake resistance analysis.
Conversion Models:
Urban transformation in risky areas is carried out in 3 different models:
Development Area Partnership: In this model, risky area owners and investors come together and carry out the transformation project within the framework of a new development plan.
Municipal Application: Municipalities can carry out transformation projects in risky areas with their own means.
TOKİ Application: TOKİ can carry out transformation projects in risky areas through expropriation or by agreement with the owners.
Conversion Process:
The urban transformation process in risky areas consists of the following stages:
Risky Area Detection: As mentioned above, risky area detection is made by authorized organizations.
Owner Information: All owners in the risky area are informed through notification.
Decision Making Process: The transformation project can be started with the approval of at least 2/3 of the owners.
Project Preparation: The project is prepared according to the selection of the transformation model.
Demolition and Reconstruction: Risky buildings are demolished and replaced with new buildings.
Delivery to Right Owners: New buildings are delivered to right owners.

Rights:
Owners of risky areas are entitled to new buildings based on the square meter value of their registered land.
Owners can receive rental assistance.
They can benefit from temporary accommodation.
Obligations:
Owners of risky areas must contribute to the cost of the project.
Owners must comply with the plan and program of the project.
