Risky buildings are structures that may endanger the safety of life and property and have a high risk of collapse or severe damage in natural disasters such as earthquakes. With the Law No. 6306 on the Transformation of Areas Under Disaster Risk, the identification and transformation of risky structures has been systematized.
Risky building detection is a technical examination carried out by authorized organizations that evaluates the risk of the building collapsing or being severely damaged. As a result of this examination, it is decided whether the building is a risky structure or not.
How to detect risky building?
Risky structure detection is carried out with the following steps:
1. Application: In order to identify a risky building, the owner of the building or his legal representative must first apply to the Provincial Directorates affiliated with the Ministry of Environment and Urbanization.
2. Submission of Required Documents: Along with the application, the title deed record of the building, building permit, occupancy certificate and other necessary documents must also be submitted.
3. Physical Inspection: A physical inspection is carried out in the building by authorized organizations. In this inspection, the building’s load-bearing system, foundations, walls, roof and other elements are checked.
4. Report Preparation: A report is prepared as a result of the physical examination. In this report, the condition of the building and its risk status are stated in detail.
5. Decision Making: The report is evaluated by the Provincial Directorate of Environment and Urbanization and it is decided whether the building is a risky structure or not.
For buildings determined to be risky structures:
• The building must be evacuated.
• A decision is made to demolish or strengthen the building.
