In many parts of Turkey, especially buildings built in the 1970s and 1980s that are vulnerable to earthquakes continue to pose a risk. These risky structures pose a great danger to both those living in the buildings and the surrounding areas. Urban Transformation application was implemented to eliminate this danger and make our cities more livable.
In this blog post, we will examine step by step how the Urban Transformation process works in risky buildings.
Risky Building Detection:
• The first step is to determine whether a building is risky or not. This determination is made by authorized organizations licensed by the Ministry of Environment, Urbanization and Climate Change.
• Various factors such as the physical condition of the building, ground structure and infrastructure are evaluated to determine risk.
• If the building is determined to be risky, this situation is annotated in the title deed and a notification is sent to the owners.
Preparation of Required Documents:
• Risky building detection report
• Document of Title
• Certificate of residence
• Condominium ownership registry
• ID photocopies of the owners
Conversion Model Selection:
• After the risky building is identified, building occupants and owners must agree on the transformation model.
• Conversion models are:
o Demolition and Reconstruction: The risky structure is demolished and a new one is built in its place.
o Strengthening: The risky structure is strengthened using the necessary techniques.
o Expropriation: The risky building is expropriated and compensation is paid to the owners.
Protocol Preparation and Approval:
• A protocol is prepared according to the selected conversion model.
• The rights and obligations included in the protocol must be accepted by all owners.
• The protocol is submitted to the Ministry of Environment, Urbanization and Climate Change or the authorized institution for approval.
Providing Financing:
• Various incentives are offered by the state for urban transformation projects.
• To benefit from these incentives, a project financing plan must be prepared.
• Financing can be provided from banks, TOKİ or the private sector.
